The Outpatient Surgical Clinic Technician is assigned to the Outpatient Surgical Clinics of the Surgery Service. The functions of the assigned areas are to evaluate, diagnose, and treat patients with various suspected or previously diagnosed diseases, provide continuity of follow-up, and carry out appropriate treatment. To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Assisting medical staff with or performing diagnostic procedures, arranging equipment, and passing medical instruments and materials to the provider, providing emotional support to the patients; cleaning equipment and rooms between procedures; Performing health care procedures such as collection of specimens (venipuncture to obtain serum blood samples, finger stick for blood glucose, etc) applying dressings, and adjusting simple supportive equipment. There is no educational substitution for the GS-06 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: High levels of energy and stamina are needed to cope with the demands of a rigorous job. The incumbent must be able to work for sustained periods under pressure. Heavy clinics will occasionally require long hours under hectic conditions with no regular break. The ability to be flexible with regards to patient's needs is critical. Good strength and well developed musculoskeletal function are necessary for occasional lifting and positioning or transfer of patients who are sedated. There are extensive periods of regular and recurring standing, walking, bending, lifting, pushing, reaching, and prolonged stretching to provide easy accessibility of instruments and supplies. Highly refined dexterity is necessary to handle demands of highly sophisticated procedures and equipment. Excellent visual skills are necessary for evaluation of clinical status of patients and adequacy of small biopsy specimens. There must be a high degree of eye-hand coordination and the ability to assist in lifting or transporting the patient when the need arises. A high degree of care is necessary in working with equipment which presents shock hazard or possible sticks or laceration. ["The Outpatient Surgical Clinic Technician must have a working knowledge and skill to provide technical support to the section within the clinic and also to assist with any administrative and scheduling functions. The incumbent ensures that adequate quantities of clinical supplies are available to meet workload demands through a systemized process of ordering, receipt and inventory control. He/she assures that procedure and clinical rooms are stocked with necessary supplies at all time with special attention to emergent equipment and supplies. The incumbent assists with training and orienting new technicians in clinic and at times, other surgical sub-specialties. The incumbent assists in instructing other technicians and patient care staff on specialized tasks and new/modified procedures and policies. The incumbent helps to coordinate the repair and installation of sub-specialty equipment and at times serves as the liaison between outpatient surgical specialty sections and Biomedical Engineering and repair contractors. He/she must track and maintain records of repair histories and vendor performance, monitoring work performance by contractors and in-house services assuring satisfactory completeness. The incumbent operates, calibrates and maintains medical instruments and/or equipment (including electrosurgical units, ultrasound devices, etc.) used in the performance of all outpatient clinical procedures, serving as the technical expert in the operation of this highly specialized equipment. The incumbent understands and helps to provide guidance in the scheduling of exams and procedures so as to minimize wait times while maintaining flexibility for emergency cases. The technician will, on a daily basis, review the next day schedule to ensure that all laboratory, x-ray or special procedures are ordered to ensure that maximum clinical efficiency is maintained. The incumbent provides technical, specialized assistance to surgical staff in the diagnosis or treatment of patient illnesses or medical conditions in both outpatient and OR settings. During clinical procedures, the technician supports physicians and other medical professionals in using therapeutic and/or surgical support instruments, equipment and accessories. The incumbent ensures test results are brought to the attention of the physician, made part of the permanent medical record, and maintains departmental files (administrative and medical). The technician will independently use hot and cold packs, performs simple and complex dressing changes utilizing aseptic technique and in accordance with the doctors' orders, cares for patients and sets up for treatments that require auxiliary equipment. The technician prepares the procedure site by cleansing and clipping according to physician or procedure requirements, maintaining Infection Control policies.
