The incumbent serves as a Health Technician in the Core Laboratory Section of Pathology and Laboratory Medicine Program. The incumbent is responsible for performing multiple duties in the central accessioning and specimen processing area. These complex duties include reference laboratory specimen processing, clerical functions, patient testing, and outpatient phlebotomy as necessary. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/31/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specimen receipt and processing; reference care testing duties, patient care testing duties, collecting and processing employee drug screens and sending the sample out, perform routine Phlebotomy procedures, compliance with safety protocols, regulations and guidelines related to performing Phlebotomy procedures; effectively work with people from varying backgrounds; collecting glucose tolerance specimens; instructing patients in procedures to be followed prior, during, and after tests, making out schedules for a patient to follow in order to obtain the correct blood specimens at the required time; preparing the collection site and drawing blood cultures; performing venipuncture, draw labs, and obtain blood cultures labels and sends specimens to lab; responsible for following established safety and infection control procedures while performing patient testing; maintain a record of all specimens submitted to the reference laboratories by printing accessioning forms and shipping manifests; and orders specific tests in the computer system provided by the major commercial reference laboratory. Physical Requirements: Work is performed in a laboratory atmosphere and requires regular and physical exertion such as walking, bending, recurrent standing and moderate lifting. Entering patient information, test orders, and data in a computer may result in physical problems form the effects of repetitive motion and eyestrain. Receiving telephonic inquires and communicating results to appropriate personnel. Responsible for performing a limited amount of patient testing which includes but is not limited to urine pregnancy testing, and sed rates.
